Since 1978, DPC founder, Donna L. Potter has worked for several successful large business federal prime contractor firms in several states within the US and managed projects, subcontracts and contracts, and supported proposal writing, bid screening, and marketing/BD efforts for each companies' Federal sector business lines. She also prior worked for a state government (NCDENR), and a County Government (Alachua County, FL), and a few other successful small businesses during her over 30 year career. As a project manager and doer/seller or seller doer roles continued, she decided to form her own consulting company in 2004. 

Since 2004 Donna Potter Consulting's (DPC) "Federal Marketing and Proposal Writing Division" has been and continues to be a client-focused business development, proposal writing, and environmental compliance project services company and conduct environmental business sector research, support Federal sector business planning, small business networking, and team formation and management support for a wide variety of federal proposal efforts.

From 2004 through Dec. 31, 2011 DPC's Environmental Services Division specialized technically in CAA compliance, permitting, plans, regulatory development and review, and impacts assessments including air toxics risk assessments; as well as extensive NEPA documentation, and Multi-disciplinary Environmental Audit services. We provided additional services for IT Software System Design, Data QA/QC, Subject Matter Experts, and System Lifecycle DocumentationServices and CAD services or GIS maps production. We provided RCRA and CERCLA related haz waste, due diligence, and CWA Permitting, Plans including INRMP, SWPPP, and SPCC plan updates, corridor studies, and extensive number of NEPA Documentation Projects such as EAs, EISs, and California CEQA EIRs; and associated NEPA Studies Support and Endangered Species Surveys, Wetlands Delineations, Contaminated Site Delineations, and Biological Resources Impacts, Environmental Impacts Assessments, and Phase I and II ESAs. That is a part of our history. Ms. Potter onwer of DPC, is now the VP federal programs for Calloway & Associates.

On January 01, 2012 Calloway & Associated acquired our Environmental Services Division and environmental subcontracts and projects past performance. This 8(a), SDVOSB/EDWOSB firm provides a wider variety of federal services and now includes environmental related services as well since January 1, 2012). DPC is driven to exceed client expectations by understanding both short and longer term goals, missions, technical and environmental system design or Air Quality permitting and air pollution computer modeling and environmental compliance tracking or inventories related IT projects, and other business objectives for the individual needs of our client's particular contracts.
