Ms. Potter worked for successful large prime contractors or agencies for over 25 years prior to forming DPC in 2004, for companies including: TRW Environmental Engineering Division, Acurex Corporation, Parsons/Engineering Science, Environmental Science and Engineering, Johnson Controls World Services,Computer Sciences Corporation (CSC), NCDENR, and Alachua County EPD (Florida). She worked for several small successful firms including EH Pechan, Terranext, Sigma Tech. Ms. Potter oversees all DPC contracts and programs, and provides QA/QC of all DPC project deliverables. Ms. Potter attended UNC Chapel Hill and graduated from UNC-W with a B.A. inEnvironmental Studies,and also a double major in Social Sciences in May 1976. She has over30 years of multi-disciplinaryenvironmental permitting & environmental and IH regulatory compliance and endangered species protection studies, air toxics health risk assessment studies,project management experience that includes anextensivenumber of yearsmanaging projects and subcontracts related to CAA & GHG,NEPA documentation, RCRA/CERCLA, and CWA.TSCA, FIFRA. She also has designed software systems for multi-disciplinary environmental compliance tracking, computer models development, and laboratory data systems. She has 30 years CAA project management and project support. Most years of experience in order of number of years = CAA & GHG (16 years of which was EPA Air Project Management and support), NEPA documentation (experience drafting all EA or EIS chapters), RCRA/CERCLA, CWA, Sikes Act, TSCA, & FIFRA, as well as some master planning.Donnahasmanageda mix of complex and diverse projects, which have included industrial, commercial, and all levels of government client past and recent experience nationwide. Ms. Potter leads and directs all company business and contract or subcontract management for DPC and coordinates the DPC GROUP joint efforts as well. Throughout her career Donnahas functioned asa "seller/doer ordoer/seller" as well as managing technical environmental projects.She also has an impressive proposal support "win record" with wins/awards for> 90% of a range of types of environmental, safety and health, systems design, Architect and Engineering (Design/Build or Construction Services), and remediation/restoration contract bids for clients and/or past employers.She has been a V.P. of Federal marketing for one 6 office remediation and environmental compliance services company, and has been a Business Development Director for an ES&H/IH services A&E firm with 3 offices. Contract values for proposals won ranged generally from 3 million to 450 million one award situations, and many were multiple contractor award IDIQ contracts in the 5 to 50 million range values, and some 100 million, and a few in recent years both one award and 3 awards "1 Billion Dollar value contract proposal awards". She has drafted manyCAA Technical Guidance Documents for EPA/OAQPS. She has prepared and/or reviewed literally over 1000 CAA permit applications and permit materials (model scenarios, ambient monitoring, and impacts assessments data)for a wide variety of industrial manufacturing, chemicals manufacturing and processing, utility boilers, industrial boilers, grain processing, boat manufacturers, leadreclaim operations,municipal incinerators, and military installations.She has conducted facility environmental program audits, prepared SWPPP plans & CAA permit applications materials, and hasexperience asa member on CAA air pollution control/stack test teams, continuous monitoring teams, ambient monitoring and sampling & analysis teams, air toxics fence line studies teams, permit preparation and review teams for air, water, and hazardous waste permitting issues, data management improvements, audits and audit program development studies, plant inspections, and property transfer study teams. DPCOffice Manager/BD and Marketing Support Specialist

DPC's Office Manager also serves as DPC Support StaffAdministrative Assistant, & Junior Marketing and Sales Specialist on most DPC projects. She has supported DPC sincelate 2005. She completed her A.A. Environmental Science from Santa Fe Community College in Gainesville, Florida in 2008 (while working part-time, then and now for DPC). She is continuing pursuit of her4 yearB.A. degree in "Business and Marketing" through an established Online University Business and Marketing degree program. Samantha also periodically supports DPC marketing, proposal development, topic research, and environmental compliance DPC projects as needed.She also supports retail marketing & sales, and has developed an impressive sales track record. She has supported several DPC Federal NEPA, CAA, and Phase I/II ESA report drafting projects. Samantha provides additional junior level marketing and proposals support to DPC.Since joining DPC,Samantha had provided as needed topic research support, as well as engineering and math calculations, anddata collection and organization support on most DPC technical projects. Mr. Bosch can support DPC or network member companiesas a Contract Employee, aConsultant,or as a subcontractor depending on each project situation and need. John owns a small consulting business in Wake Forest NC. John has an MS and a BS in Chemical Engineering. John is highly experienced Clean Air Act professional, whoretired in 2009 from a 36 year career with the US EPA/OAQPS in Research Triangle Park, NC. John is a seasoned Manager and Senior Air Pollution Programs Regulatory Specialist and Chemical Engineer. Before retiring from the USEPA's Office of Air Quality Planning & Standards headquarters in RTP recently,John's workfor EPA had been focused on CAA Air Emissions Measurements topics within EPA, and also coordinated and chaired various air pollution related Technical Conferences such as for EPAincluding supporting several international environmental or climate change conferences for EPA(for instance, John will be chairing in March 2009, an AWMA GHG Technical Conference Session in San Francisco). John had worked 36 years with the EPA/OAQPS Headquarters when he retired in January 2009,had coordinated and managedfor EPA/DoD just in the past 5 years, over $50 million dollars of"joint- funded" EPA/DoD air emissions research studies in recent years (many through ARMY/SERDP or US Army/AEC. Johnhas extensive Air Quality Emissions Inventory, Air Emission Factor Development,& AP-42 Chapter Development during his long EPA HQ career. Johnfocuses on supporting EPA projects or supporting and advisingindustrialcorporation clientswith Clean Air Act compliance and program planningissues, CAA related stakeholder and public hearings support for upcoming or draft EPA and state regulations, agency environmental compliance or permitting negotiations, and pollutant liabilityassessments and research related to company sales, loan applications, and compliance planning and training. He also is a DPCCAA and Environmental Compliance Program Manager, and assists with proposals management and development, and supports paid phone consultations services and industrial facility siting assistance consulting, related to environmental regulatory impacts of various state locations to be considered within the US. He also is a key coordinator for DPC sponsored workshops and training efforts. John's recent projects where DPC supported recently include Bosch Environmental contract for a confidential client, who is aleading Fortune 500IT manufacturing company HQ in NYC. Together,John and Donna Potter of DPCdeveloped their official EPA Stakeholder comments on the EPA's Draft GHG regulation, and supported them during a recent EPA public hearing on that draft regulation as well.We also recently supported aMidwest Research Institute (RTP, NC) EPA subcontractproject, related to development of additional "AP-42 fine particulates/fugitive dust emissions factorsrecommendations for EPA. Both John and Donna have a long history developing and reviewing EPA AP-42 Emission Factor chapters, in fact John was the originator of the EPA AP-42 emission factor reference guide idea within EPA in the 1970s. John manages or provides high level QA/QC for most DPC technical projects and coordinates and directs project teams; and advises on environmental marketing and proposals efforts especially related to CAA bids.

Mr. Steve O'Brien Morris, MS Environmental Toxicology and can support DPC proposals and marketing efforts,or Env. and IH needs for the DPC network member companiesas an as needed/"on call"DPC Contract Employee,DPC Consultant, or as a Subcontractor through his small veteran owned company in Virginia. Since retiring he hassupported or managed tasks such asfacility-wide VA Center and Hospitals Multi-disciplinary Environmental Audits, Phase I ESAs, and asbestos surveys, sampling, and monitoring projects. Consultant, Barney P. Popkin,PG(located inArizona) has an MS in Hydrology and Water Resources, and a BS in Geology (P.G. registrations in CA and GA) and is a registered CHMM. Hiscareer as a manager within USAID, and literally decades of multi-disciplinaryUS and international environmental program development and assistance projects in developing countries such as India, China, North Africa, and the Middle East makes him an excellent addition to our DPC Consultants & also our Partener firm group! Barney works as a consultant sometimes and other times through a subcontract to his company for different client projects and contracts. since starting his own company in early 2009. Barney has extensive project management experience related to water resouces planning, water supply,multi-disciplinary environmental compliance, environmental auditing, program development experience, climate change issues,sustainability,voluntary pollution prevention, for programs development, implementation, and compliance studies. He also assists DPC for marketing, proposals writing, and traning and workshop services. In July and August 2011Barney was supporting International environmental and water resources and drinking water development program development projects in Bosnia and India. In January, February and March 2011 Barney was supporting and is supporting Tetra Tech USAID contract in both Afghanistan and Vietnam. Consultant Dr. Steve Shaner, is a PhD Ecologist/senior level specialist, research study principal investigator, and senior project manager, for ecological risk specialist, related to contamination impacts both on land and aquatic risk assessment impacts studies. He can support DPC on an as needed/on call basis for specific projects. He also has supported DoD and other agencies and organizations NEPA/CEQA EIS or California EIRsdocumentation, and support studies nationwide, including Alaska.
